A Call to Serve with Integrity

As a Colonel in São Paulo’s Military Police and the president of the Christian Military Police Association, Col. Terra believed leadership extended beyond enforcing laws—it was about fostering trust, courage, and dignity. In 2015, Terra took a bold step by organizing a special Willow Creek Leadership Summit for 1,000 officers, aiming to inspire them with principles of servant leadership and personal responsibility. But his work was only just beginning.

At a Leadership Circle meeting, Terra participated in an in-depth discussion about the city’s broken systems—particularly violence, police corruption, and distrust of law enforcement. This conversation broadened his perspective, shifting his focus from improving individual leadership to addressing the systemic issues affecting São Paulo. Terra realized that building relationships and nurturing officers’ well-being were key to transforming how the police force interacted with the community.

Faith as a Foundation for Change

The teachings of the Leadership Circle reinforced Terra’s belief that his role was not limited to enforcement but included advocacy for shalom—a Hebrew concept meaning wholeness and peace. As highlighted in Cities Project Global’s material, God’s purpose for government leaders is to seek justice and ensure communities flourish, aligning with biblical principles in Deuteronomy 17:14-21.

Terra began seeing his daily work through a new lens, reflecting the character of biblical leaders like Nehemiah, who strengthened the city walls both physically and spiritually. He committed to equipping his officers with more than tactical skills—he equipped them with the tools to become agents of peace. This included hosting integrity workshops and organizing prayer meetings for officers to reconnect with their purpose.

Restoring Public Trust

One of Terra’s proudest moments came when his leadership summit led to reduced reports of police misconduct in several districts. By building trust within his ranks and with the public, Terra laid the groundwork for a more just and respected law enforcement body. He dreamed of a São Paulo where officers—whether Christian or not—would be known for their fairness, professionalism, and compassion.

Through his faith-driven leadership, Terra’s story is a powerful example of how public service can be transformed when leaders view their positions as divine callings. His journey reminds us that cities thrive when those in power pursue justice, restoration, and community well-being.
